Is a circuit breaker and safety switch the same thing

A circuit breaker (left below) is designed to limit the flow of electricity through a given circuit in your home, thus reducing the possibility of a fire due to overloaded circuits. A safety switch (right below) is designed to save lives by interrupting the flow of electricity quickly.

A safety switch has a 'TEST' button. A circuit breaker does not.
